Every year the International Association of Chiefs of Police
(IACP) issues 12 6-page “Training Keys” designed
for in-service training. In 2000, Key #526 was “Cruelty
to Animals and Family Violence,” by Claire Ponder and
Randall Lockwood of the Humane Society of the United States.
The section on the elder/animal abuse connection notes that
“cases of chained dogs howling in subzero weather, or
starving neighborhood cats, are much more likely to be reported
by neighbors than cases of elder abuse.”
The 2000 volume of Training Keys is available to non-ICAP
